At first believed that they're not soulmates. But eventually I started to think they're.because 1.Damon and elena are against the universe we know that stefan and elena are destiny. ( dopplenagers thing ). 2.Everyone doubted their relationship because of sirebond and was against it. But they let them believe that they're wrong she broke the sirebond. It was a perfect situation for her to go back to stefan. But she went for damon. 3.Even if we let each others go at some point they always find their way back to each other Elena : I always find my way back to u to damon 4.Elena called damon as the love of her life (soulmate ) 5.they were great friends before started dating Damon : Elena is a good friend and she might qualify as my only friend.
